Three people from Walsall have been arrested on suspicion of Syria-related terrorism offences.
Two men, aged 21 and 27, and a 21-year-old woman were detained at their home addresses at around 6am.
The arrests were made by officers from West Midlands counter-terrorism unit in what the force described as a "pre-planned and intelligence-led" operation.
A police spokesman said: "There was no immediate threat to public safety."
Searches are being carried out at eight associated addresses in the Walsall area and one in Moseley, Birmingham.
All three suspects are being held at a police station in the West Midlands.
Under terrorism legislation, the officers have an initial 48 hours to question them before charging, releasing or applying for a warrant of further detention.
