Angelina Jolie has condemned the UN Security Council for its inaction in helping millions of refugees displaced by the four-year Syrian conflict.
The actress, a long-serving UN special envoy, claimed the crisis was "the lowest point in the world's inability to protect and defend the innocent".
Jolie has made 11 visits to Syrian refugees since the conflict began in 2011 - and claimed their hope of a peaceful conclusion had now turned to anger and resignation.
Many of the UN Security Council's powers have gone unused after Russia and China vetoed several proposed resolutions - including an attempt to refer the conflict to the International Criminal Court.
She described the "evil that has arisen from the ashes of indecision", and called on a foreign minister from each of the council's 15 member states to "work as one" by negotiating a political solution.
During her address, Jolie also spoke about the migrant crisis on the Mediterranean – as many of the people who have drowned at sea in recent weeks were Syrians.
"It is sickening to see thousands of refugees drowning on the doorstep of the world's wealthiest continent," she said.
"No one risks the lives of their children in this way except out of utter desperation."
